SPEED HUMPS INSTALLATION REQUEST –

APPROVAL PROCEDURES AND REQUIREMENTS

 

  1. GENERAL

 

The purpose of this document is to establish the circumstances and criteria under which speed humps will be considered for installation on a local residential street. This policy also promotes reasonable opportunities for residents and property owners most affected by a proposed speed hump to participate together in the process that leads to its installation. This document is to be used in conjunction with good professional engineering judgment and practice. The guidelines herein do not constitute either final or complete design and evaluation criteria for speed humps and speed hump systems. Local site conditions must be evaluated for all speed hump installations. In addition, specific terrain, roadway, traffic or land use characteristics or other unusual conditions may require case-specific modification of or exception to these guidelines.

 

Speed humps have been increasingly recognized by engineers as a suitable geometric design technique for controlling traffic speeds under appropriate roadway circumstances. In order for speed hump installations to be effective, they should be located selectively in accordance with defined engineering criteria for the purpose of improving documented speeding problems, while taking into account access needs for emergency services and impact on surrounding traffic. Proper installation can encourage safe driving practices. However, speed humps may not be the appropriate speed-control device for all streets or areas.

 

Installation of speed humps on streets other than local residential streets could have potentially severe traffic safety consequences, negatively impact emergency services, and in some cases create a diversion of large amounts of through-traffic onto inadequately sized residential streets. Therefore, speed humps should not be considered or installed on streets that are classified as collector streets or any traffic-designation higher than collector streets. 

 

  1. DEFINITIONS

 

For the context of this policy only, the following terms shall have the meaning provided:

 

Speed Hump - is a geometric design feature of a roadway, consisting of a raised area in the street pavement surface extending transversely across the street for the primary purpose of reducing the speed of vehicles traveling along that street.

 

Roadway – is the paved portion of a public right-of-way designed and used by public motor vehicles 

 

Street - refers to a specific 1000-foot segment of a roadway, generally centered on the proposed location of a speed hump, or the length of the block, whichever is greater. If the 1000-foot segment extends into any part of an adjacent block, it includes the entire length of the adjacent block, unless separated by an intervening roadway or alley.

 

Collector Street – is a low-to-moderate capacity road which serves to move traffic from local streets to arterial roads.

 

Traffic Speed Study – is a report of the operational characteristics and geometric characteristics of a specific section of roadway for a period of 24 hours on a typical weekday prepared by a traffic engineer.

 

  1. ELIGIBILITY REQUIREMENTS

 

All of the following criteria must be satisfied for a street to be considered eligible for    speed hump installation.

 

  1. Petition. For a location to be considered for speed hump installation, a petition must be submitted to the City including all required information. A petition must include the specific location for which speed hump installation is requested, including the nearest full street address, the full name and address of the requestor(s), an email address and phone number to contact the requestor(s). The petition must also include a minimum of seventy-five percent of the owners or residents of the residential dwellings fronting the street for which speed hump installation is requested in the form of the name, address, and signature of each resident or owner in support of speed humps. The seventy-five percent of residents in favor of speed hump installation shall be calculated by determining the number of dwellings that front and have driveway access to the affected street between the nearest two intervening roadways. In instances where speed humps will affect other roadways i.e. (grid network), the requestor will be required to obtain a petition that documents that a minimum of two-thirds of the residents or owners along the other impacted portions of roadways are in favor of installation of the requested speed hump(s). Requester(s) are responsible for obtaining all required documentation to complete a petition. 

 

  1. Operational Characteristics of Street.

 

  1. The street must be used to provide access to collector street (or higher) as indicated above. (State-owned streets and streets outside the City of La Marque are not eligible for speed hump installation).

 

  1. There must be no more than one moving lane of traffic in each direction.

 

  1. Traffic volumes must be more than 400 vehicles per day; except in cases where a cut-through residential street fronts I-45 and contains fewer than 20 residential lots.

 

  1. The street must have a speed limit of 30 mph or less as determined in accordance with State Law.

 

  1. City’s consulting traffic engineer, Fire Chief, and Police Chief must approve all speed hump locations.

 

  1. Paved traveled ways that do not function as a street such as alleys, utility/access easements, parking lot circulation routes, and commercial service drives are not eligible for the installation of speed humps, regardless of any identification signs, due to their operational characteristics.

 

  1. Must be a primary bi-pass roadway that is connecting two collector/primary streets.

 

  1. Geometric Characteristics of the Street.

 

  1. The street must have adequate sight distances to accommodate safely the requested speed hump as determined by the City’s consulting traffic engineer.

 

  1. The street must not have curves or grades that prevent safe placement of the humps. Humps may be located on streets that contain curves and/or grades, but the hump itself should not be located within a significant horizontal curve, on a vertical grade greater than eight percent.

 

  1. The street shall be paved. If there are no curbs, a special design must be used to prevent vehicle run-around.

 

  1. Private property in the City Limits is not governed or controlled by this Speed Hump Installation Policy.

 

  1. In the case of areas with grid networks a comprehensive study of all affected roadways will need to be assessed by the City’s consulting traffic engineer.

 

  1. The Traffic Speed Study and other engineering analyses must show that 15% of traffic on the roadway has to exceed the speed limit by at least 5 mph.  

 

  1. SPEED HUMP REMOVAL AND ALTERATION

 

The process for speed hump removal or alteration by residents will require a petition that documents that a minimum of seventy-five percent of adjacent property owners on the street in support of alteration or removal. The City Manager has the right to remove a speed hump if it is deemed necessary and the City’s consulting traffic engineer concurs.

 

  1. SPEED HUMP LOCATION

 

  1. A speed hump must not be located in front of a property if the property owner objects to its placement.

 

  1. The exact speed hump location shall be determined by the City’s traffic engineer.

 

  1. The speed hump shall be located a minimum of 250’ from the nearest intersecting roadway or alley and at the property line; except in cases of cut-through residential streets fronting I-45, in which case speed humps shall be located a minimum distance from the nearest intersecting roadway as recommended by the City’s consulting traffic engineer.

 

  1. The speed hump shall not be located or constructed such that it interferes with the proper drainage of the street.

 

  1. Speed hump should not be located within 10’ from the nearest driveway.

 

G.  PROCEDURES FOR SPEED HUMP REQUEST REVIEW AND INSTALLATION

 

  1. The initial request for the installation of speed humps must originate from the residents living on the street. A complete petition and supporting documents requesting speed hump installation should be submitted to the following address:

  1. A determination of eligibility based on a traffic engineering study conducted at the subject site will be made in a timely manner, subject to appropriation of funds by Council for such purpose and receipt at the above address of a completed petition from the required percentage of residents; provided, however, the applicants and/or associated HOA may elect to provide the total estimated cost of the traffic engineering study to the City to be placed in an escrow account for the purpose of completing the study in those cases where funds have not been appropriated by Council for this purpose.

 

  1. If the street is determined not to be eligible, the applicant(s) will be given written notification of that determination and its reasons within 30 days of receipt by the City Manager of the City’s consulting traffic engineer’s report. 

 

  1. If the street is determined to be eligible for consideration and the complete petition has been received, an engineering or construction estimate and request for appropriation of funds for speed hump installation shall be submitted to City Council within 45 days of receipt by the City Manager of the City’s consulting traffic engineer’s report, unless such funds have already been appropriated in the current Fiscal-year budget. If funds have already been appropriated and budgeted, the City Manager shall order the installation of the speed hump within 90 days in order to accommodate any inclement weather and procurement requirements. 

 

  1. If funding is not available through regular city resources, residents may assess themselves the fee in order to expedite the installation of speed humps and, provided the full amount of the estimated installation costs is placed in an escrow fund with the City for such purpose, the City Manager shall order the installation of the speed hump within 90 days in order to accommodate any inclement weather and procurement requirements.
