City of La Marque officials, volunteers and employees among the graduating class for Texas A&M’s Coastal Watershed Program Texas Citizen Planner Course. 


La Marque, Texas (April 6, 2017) – City of La Marque City Manager Carol Buttler along with seven other city officials, volunteers and employees completed the Texas Citizen Planner Foundations Course Wednesday, April 5, 2017. Texas Citizen Planner (TCP) program is a city planning education program offered through the Texas A&M University system. 

According to citizenplanner.tamu.edu, the TCP program provides city planning curriculum focused on issues important to Texas communities. Attendees from City of La Marque were:

  • City Manager Carol Buttler
  • Planning and Zoning Commission Vice Chairman Greg Cornett
  • Economic Development Corporation Executive Director Alex Getty
  • Economic Development Corporation Public Relations Specialist Colleen Merritt
  • Director of Public Services Les Rumburg
  • Development Coordinator Sussie Sutton
  • Code Compliance Supervisor Kathleen Van Stavern
  • Emergency Management Coordinator Charlene Warren 

The Planning Foundations course covers legal authority, policy tools and best practices. After completing the Planning Foundations course, students can enroll in specialty knowledge tracks covering flood mitigation, stormwater management, and plan integration. 

Each two-and-a-half-hour class included case studies and engaging instruction from planning leaders, practitioners, and researchers. This is a non-credit series leading to a “Citizen Planner” certificate of completion awarded by the Texas Coastal Watershed Program. Upon program completion students join a network of local officials who are committed to making Texas communities better, safer, more vibrant places to live and work through sound planning practices.
